    New York and the Netherlands Sign Semiconductor Partnership

    During a royal visit to Albany, two of the world’s leading chip ecosystems commit to shared work on sustainability, R&D, and talent

    The Netherlands is home to ASML, the only company in the world that builds extreme ultraviolet lithography machines. New York is home to the only publicly owned High NA EUV center in North America. In June 2024, the two formalized what had long been a working relationship. During a royal visit by King Willem-Alexander and Queen Máxima, Governor Kathy Hochul and Netherlands Minister for Foreign Trade and Development Cooperation Liesje Schreinemacher signed a memorandum of understanding at NY Creates’ Albany NanoTech Complex.

    The agreement recognizes a shared interest in three areas: promoting sustainability within the semiconductor industry, expanding joint workforce development, and advancing semiconductor research and development.

    A forum of more than 100

    The signing capped the New York/Netherlands Semicon Forum, which brought together more than 100 semiconductor businesses, R&D centers, universities, policymakers, and ecosystem partners from both sides of the Atlantic. Sessions focused on workforce development, environmental sustainability, and international collaboration, with an emphasis on building strong, resilient, and sustainable supply chains.

    The MOU opens the door to exchanging best practices in areas such as power efficiency, water efficiency, and the development of new materials. It also created a new state program to sponsor up to five SUNY students at the Eindhoven Semiconductor Summer School, a five-day intensive program at the Technical University of Eindhoven led by Dutch academic and industry partners.

    Two decades of collaboration

    The partnership builds on a relationship that predates the MOU. NY Creates has worked with Dutch companies ASM and ASML for 20 years at the Albany NanoTech Complex, and the site’s $1 billion High NA EUV Lithography Center, built around ASML’s most advanced tools, leverages $9 billion in industry funding.

    For an international audience evaluating New York, the agreement matters for what it signals: the state operates at the level of national governments and global equipment leaders, and it has the institutional relationships to match.
