- Green CHIPS provides $10 billion to support large-scale semiconductor investment.
- Excelsior for Suppliers provides expanded incentives covering investments, wages, job creation, research-and-development expenditures, and more specifically for semiconductor supply chain companies.
- The state Semiconductor R&D Tax Credit Program provides fully refundable tax credits of up to 15% for qualified capital investments.
Qualified manufacturers also benefit from an as-of-right 0% corporate tax rate for and exemptions from many manufacturing-related taxes.

GO-SEMI acts as a seamless front door for the semiconductor industry, providing direct, concierge-style support to companies looking to grow in one of the world’s most advanced innovation ecosystems. For Micron’s $100 billion megafabrication plant, GO-SEMI coordinated state, local, and federal partners to optimize review and permitting timelines by more than 50%. GO-SEMI also convened more than 40 experts from eight state agencies to coordinate Micron’s environmental review, helping deliver critical permits months ahead of schedule and resolving more than a dozen interagency requirements in real time.

New York is primed for building, having invested more than $800 million to prepare and develop shovel-ready semiconductor sites. The state also has more than 8,800 acres of improved industrial properties, and more coming. Semiconductor companies that come to New York will benefit from extensive infrastructure and resources, including more than 4,500 miles of freight rail; reliable utilities; access to 90% of North America’s and 20% of the world’s fresh surface water; and a 577,000-plus skilled statewide construction workforce.
